Job Opening: Project Director and M&E Officer based in Georgia

September 16, 2013 /3BL Media/ - SAI seeks a Project Director to support a U.S. Department of Labor (USDOL) $2 million cooperative agreement to improve compliance with labor laws in the Democratic Republic of Georgia. This 5 year project specifically seeks to 1)Strengthen the Government of Georgia’s compliance with and enforcement of national labor laws and international labor standards; 2)Improve the effectiveness of worker organizations in representing workers’ rights and interests, and facilitate the effective resolution of labor disputes.

  • The Project Director must be available to commence work within 45 days of cooperative agreement award - or no later than December 31st, 2013.
  • The Project Director must allocate 100% of its time to the project and live in Georgia. SAI will require the Applicant to sign a letter of commitment.

Based in Georgia, the Project Director will provide overall management of the project and act as a liaison between SAI all relevant stakeholders. This is a local hire position and Georgian nationals are encouraged to apply. Hiring for this position is contingent upon SAI being awarded the project by USDOL.

Responsibilities

  • Manage the program at the local level; oversee staff and local partners responsible for implementation of activities and monitoring of project progress.
  • Establish and maintain systems for project operations.
  • Act as a liaison to local government partners and worker organizations
  • Manage the program activities that will improve the government’s enforcement of labor laws and international labor standards, and improve the effectiveness of worker organizations in representing workers’ rights and interests.
  • Maintain working relationships with all project stakeholders and engage in coalition building.
  • Providing training on labor standards, international labor conventions, and labor law to inspectors and government officials involved in the creation of an inspectorate.

Required Skills & Qualifications

  • Minimum of seven years of experience in project management, supervision, administration, and implementation of cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports).
  • Experience working with the Ministry of Health, Labor, and Social Affairs (MOHLSA), and other key government ministries and offices, and/or with worker organizations in Georgia.
  • Experience working in the following areas is strongly preferred: Strengthening Institutional Capacity; Strengthening Civil Society Organizations; Promoting Transparency and Accountability; Supporting Research, Evaluation, and Collection of Reliable Data on Labor Rights and Working Conditions.
  • Experience in a leadership role in implementing development projects relevant to this solicitation.
  • Fluency in English and Georgian.
  • Strong knowledge of the Georgian context.

The Project Director will be supervised by Michelle Bhattacharyya, SAI’s Director of Operations.

Monitoring & Evaluation Officer - Georgia 

SAI seeks a Monitoring & Evaluation Officer to support a U.S. Department of Labor (USDOL) $2 million cooperative agreement to improve compliance with labor laws in the Democratic Republic of Georgia. This 5 year project specifically seeks to: 1)Strengthen the Government of Georgia’s compliance with and enforcement of national labor laws and international labor standards; 2) Improve the effectiveness of worker organizations in representing workers’ rights and interests, and facilitate the effective resolution of labor disputes.

Based in Georgia, the M&E Officer will be responsible for measuring the successful implementation of project’s activities and evaluate their impact on beneficiaries and other relevant stakeholders.

Responsibilities

  • Assist the program manager and local partners to develop systematic and realistic monitoring plans that capture quantitative and qualitative data pertaining to program activities.
  • Measure and track implementation of project activities based on selected outcome indicators.
  • Develop and maintain effective information database on project activities and progress.
  • Evaluate deviations from the work plan and provide strategic guidance to address them.
  • Communicate with staff and project partners to oversee quality of data collection and assessment.
  • Evaluate the impact of project interventions; identify changes in participants’ outcomes that can be directly attributed to the project.
  • Analyze data through statistical software to discern strong correlations indicating program impact.
  • Produce reports and other deliverables required for the Monitoring & Evaluation component of the project.

Required Skills & Qualifications

  • Minimum 5 years of experience in conducting, administering, and analyzing project M&E.
  • Experience developing and managing monitoring and database systems.
  • Knowledge of data collection and impact evaluation methods and tools.
  • Advanced degree in international development, economics, statistics, demographics, public policy analysis, or other field relevant to performance measurement is strongly preferred.
  • Previous experience working on a similar project in Georgia.
  • Fluency in English and Georgian.
  • Strong knowledge of the Georgian context.

Supervisor
The M&E Officer will be supervised by the Project Director as well as Michelle Bhattacharyya, SAI’s Director of Operations.
